For many years, Jane G. served as a foster mom, technically known as a “resource parent”, taking dozens of minor children who could not live with their parents into her home where she provided them with care and support. The agency she frequently dealt with asked her to foster a young man in his late teens, but did not disclose that he had a history of violent behavior. Shortly after moving into her home, the young man tortured, robbed and murdered Jane G. He was arrested and is presently incarcerated and awaiting trial for homicide. As part of the settlement, the agency has also agreed to consider a change in policy to require notification to prospective foster parents of a minor’s background, history and violent behavior for all future placements.
