Samuel Mukiibi represents individuals and families in all manner of litigation involving catastrophic personal injury, civil rights cases, consumer class action cases, whistleblower claims and qui tam lawsuits under the False Claims Act.

Sam joined Feldman Shepherd in 2023, with a distinguished reputation for tenacious advocacy on behalf of victims of injustice and vulnerable and marginalized people whose civil rights have been violated. His clients have included ICE detainees, a prisoner with acute schizophrenia who died by suicide while detained in solitary confinement, students who have alleged Title IX and other violations resulting from a university’s failure to adequately respond to and prevent incidents of sexual harassment and assault on campus, and students at a public HBCU who alleged separate and unequal treatment as compared with the state’s traditionally white institutions.

Prior to that, Sam worked as an associate attorney at the Philadelphia office of a regional law firm with a practice in various product, commercial, and premises liability litigation matters.

Sam has been named as a Pennsylvania Super Lawyer Rising Star every year from 2020 through 2023. He is a prolific writer for various legal publications. In September 2022, Sam co-authored “Failure on Campus—Litigating Title IX,” published in Trial magazine. In September 2023, Sam co-authored “Pseudonym Applications,” also published in Trial magazine.

Sam earned his J.D. from Drexel University Thomas R. Kline School of Law, where he subsequently taught a Justice Lawyering Seminar as an Adjunct Professor of Law from 2019 to 2022 on issues of Cross-Cultural Competence, Trauma Informed Lawyering, Access to Justice, Implicit Bias, Client Interviewing, Right to Counsel, The Role of Public Lawyers and Social Justice Lawyering.

Following graduation from law school, Sam served as a Judicial Fellow for the Hon. Jacqueline F. Allen of the Philadelphia Court of Common Pleas and then as a Judicial Law Clerk for the Hon. Edward C. Wright of the Philadelphia Court of Common Pleas. Sam earned his B.A. in Economics and Political Science from the University of Maryland, College Park. After college, Sam traveled as a journalist writing about foreign direct investment in sub-Saharan Africa for Summit Business Review.

Sam is a member of the Barristers’ Association of Philadelphia, a professional association which addresses the needs and development of minority lawyers in the City of Philadelphia and surrounding areas.

Sam previously served as a co-liaison to the State Civil Litigation Committee for the Philadelphia Bar Association and as a non-voting member of the Executive Committee of the Young Lawyer’s Division for the Philadelphia Bar Association.

Sam is registered with Philadelphia VIP and regularly handles pro-bono landlord-tenant matters.

He is admitted to practice in Pennsylvania and New Jersey, and to the United States District Court for the Eastern District of Pennsylvania.

In addition to practicing law, Sam enjoys pickup basketball in the Philadelphia Lawyers League, golf, working on his car and traveling with friends.
